Hub Declaration

THE SIGNATORIES DEMAND:

That the city of Montréal and its citizens lead by example and undertake concrete, ambitious and feasible measures to reduce our dependence on fossil fuels and attain carbon neutrality* by 2042, the 400th anniversary of the city.

By initiating the transition towards clean energy and a low-carbon economy, we will do our part to stem impacts of climate change while improving the health and well-being of citizens present and future, and make Montréal a model of innovative and creative solutions in Québec and around the world.

 

In the service of this objective, we propose that Montreal:

  1. Adopt a rigorous, ambitious, and systematic carbon budget that aligns with the best science and aims for a rapid decarbonization of the economy.
  2. Optimise data collection and render it available to the public to allow a greenhouse gas (GHG) emissions inventory each year, allowing us to effectively measure progress towards our reduction target.
  3. Apply each project proposed in Montréal’s jurisdiction to a “climate test” by evaluating the GHG emissions for its entire life cycle, even those emitted off-island.
  4. Ensure public participation in the planning and implementation of the energy transition, and allocate necessary resources to do so. 

*According to the carbon-neutral cities alliance, carbon neutrality corresponds to a reduction of at least 80% of emissions from 1990 levels by 2050
